CERT COORDINATOR

CERT Program Coordinator

As the CERT Program Coordinator, you are responsible for the overall success of the program for your community. But what does a Program Coordinator do? Some of your key responsibilities are listed below.

General Management

Develop the initial plan for implementing a CERT program in the community.
Develop forms and records or a database to track training, program participation, exercises, mailings, etc.
Develop a budget.
Maintain records (inventory, database of CERT members, etc.).
Coordinate a CERT electronic newsletter or other mailings to maintain contact with current CERT volunteers.
Establish Standard Operating Procedures for the use of CERTs in disaster and non-disaster situations.
Evaluate the overall program.

Marketing

Gain support by marketing the plan to local leaders, unions, first responders, citizens, employers, and potential partners.
Pitch to the media to gain public recognition of CERT capabilities and accomplishments.

Training

Schedule training, follow-up training, exercises, special events, etc.
Arrange all program logistics, including classroom setup.
Identify, recruit, train, and schedule instructors.
Recruit class participants.
Maintain the course content.
Provide an orientation at the beginning of each course (very important for new programs, less important in well-established programs).
Monitor classroom delivery.
Evaluate training and results.
Arrange for speakers at graduation.
Develop supplemental classes, exercises, and projects to keep CERT members involved and improve their skills.

Calhoun County Community Calendar

The Community Emergency Response Team (CERT) program helps train people to be better prepared to respond to emergency situations in their communities.

In an emergency, CERT members can give critical support to first responders, provide immediate assistance to victims, and organize spontaneous volunteers at a disaster site. CERT members can also help with non-emergency projects that help improve the safety of the community.

The CERT course is taught in Calhoun County by a trained team of first responders who have completed a CERT Train-the-Trainer course conducted by the Alabama Emergency Management Agency.

CERT training includes disaster preparedness, disaster fire suppression, basic disaster medical operations, and light search and rescue operations. Target groups to receive CERT training include: Community Watch, emergency communications & transportation groups, local businesses, church groups, and any other community-based group that can respond as a localized team in their area during times of disaster.

We are also working to provide Teen CERT and Campus CERT training to our area schools and college campuses.

Shane was a great sport and helped us out with a live body to triage, we used stuffed animals as our victims, but thats not like having a real person that will respond and put up a fuss! GREAT JOB SHANE!

About our Council:

The Calhoun County Citizen Corps Council was created to bring together all elements of our community in the interest of emergency preparedness. The Council operates as a subcommitte of the Calhoun County Local Emergency Planning Committee (LEPC).

We are still seeking representatives from the media, businesses, and faith-based organizations. Currently, agencies represented on the Council include:

Governor’s Volunteer Leadership Conference

Each year the Governor’s Office of Faith-Based and Community Initiatives and the Alabama Department of Homeland Security host the annual Alabama Citizen Corps Conference. This conference brings together leaders from both professional and volunteer organizations from around Alabama and around the South.

This year Buck Wade & Debbie Blevins attended the Conference. Not only is Buck the CERT Coordinator, but he is also involved with Americorps, which is one of the groups he was representing in Mobile.

Jim Walker, Director Alabama Department of Homeland Security and Sidney Hoffman, Director Governor's Office of Faith-Based and Community Initiatives welcomed everyone to the Conference at the Opening reception.

Elizabeth Seale, Chief Operating Officer with Corporation for National and Community Service spoke at Breakfast about Strengthening Communities through Citizen Involvement.

Buck Wade, Debbie Blevins, Dana & Maryann Wilson from Talladega County EMA.

Paige Soehren - Emergency Management Officer with Madison County EMA In August 2005, Hurricane Katrina changed Paige’s career path when she volunteered with the American Red Cross. Acting as the Spontaneous Volunteer Training Center Coordinator, she processed, trained, and prepared 326 spontaneous community volunteers to assist nearly 2000 Hurricane Katrina displaced families in Calhoun County AL. For the next year, she continued serving Katrina families and training the community in Disaster Preparedness, CPR and First Aid as an AmeriCorps VISTA member. She gained further experience as an American Red Cross employee and an AmeriCorps VISTA Leader for Habitat for Humanity.

Citizen Corps Councils helps drive local citizen participation by coordinating Citizen Corps programs, developing community action plans, assessing possible threats and identifying local resources.

The Community Emergency Response Team (CERT) Program program is administered by FEMA's Community Preparedness Division. CERT is a training program that prepares people to help themselves, their families and their neighbors in the event of a disaster in their community. Through CERT, citizens can learn about disaster preparedness and receive training in basic disaster response skills such as fire safety, light search and rescue, and disaster medical operations. With this training, volunteers can provide critical support by giving immediate assistance to victims before emergency first responders arrive on scene. CERT volunteers also support the community year-round by participating in community preparedness outreach activities and distributing materials on disaster preparedness and education. http://www.citizencorps.gov/cert/index.shtm

Fire Corps promotes the use of citizen advocates (volunteers) to support and augment the capacity of resource-constrained fire and emergency service departments at all levels: volunteer, combination, and career. Fire Corps is funded through the Department of Homeland Security and is managed and implemented through a partnership between the National Volunteer Fire Council and the International Association of Fire Chiefs, and with direction from the National Advisory Committee, a group of 15 national organizations representing the fire and emergency services, to provide the program with strategic direction and important feedback from the field. http://www.firecorps.org/

The Office of the Civilian Volunteer Medical Reserve Corps (MRC) Program reports directly to the Surgeon General of the U.S. in the Department of Health and Human Services. MRC strives to improve the health and safety of communities across the country by organizing and utilizing public health, medical and other volunteers who want to donate their time and expertise to prepare for and respond to emergencies. Volunteer MRC units accomplish this mission by supplementing existing emergency and public health resources during local emergencies and other times of community need. http://www.medicalreservecorps.gov

USAonWatch is the face of the National Neighborhood Watch Program. The program is managed nationally by the National Sheriffs' Association in partnership with the Bureau of Justice Assistance, Office of Justice Programs, US Department of Justice. Time-tested practices such as "eyes-and-ears" training and target-hardening techniques continue to be at the core of the program. As groups continue to grow, the roles of citizens have become more multifaceted and tailored to local needs. USAonWatch empowers citizens to become active in homeland security efforts through community participation. The Volunteers in Police Service (VIPS) Program serves as a gateway to information for law enforcement agencies and citizens interested in law enforcement volunteer programs. The program's ultimate goal is to enhance the capacity of state and local law enforcement agencies by incorporating the time and skills that volunteers can contribute to a community law enforcement agency. The International Association of Chiefs of Police (IACP) manages the VIPS Program in partnership with and on behalf of the Bureau of Justice Assistance, Office of Justice Programs, U.S. Department of Justice. http://www.policevolunteers.org/

The Citizen Corps Affiliate Program expands the resources and materials available to states and local communities by partnering with Programs and Organizations that offer resources for public education, outreach, and training; represent volunteers interested in helping to make their community safer; or offer volunteer service opportunities to support first responders, disaster relief activities, and community safety efforts.
Citizen Corps is coordinated nationally by the Department of Homeland Security. DHS also works closely with the Corporation for National and Community Service (CNCS) to promote volunteer service activities that support homeland security and community safety. CNCS is a federal agency that operates nationwide service programs such as AmeriCorps, Senior Corps, and Learn and Serve America. Participants in these programs may support Citizen Corps Council activities by helping to establish training and information delivery systems for neighborhoods, schools, and businesses, and by helping with family preparedness and crime prevention initiatives in a community or across a region.
Securing our safety and freedom requires that we all work together. Every American has a critical role to play.
